Ensuring everyone can control their own support using personal budgets.
People have a right to control their own support, but some people need some additional help in order to be in control.
Individual Service Funds (ISFs) were developed in 1996 by Simon Duffy and Frances Brown at Inclusion Glasgow. They have been adopted by many organisations aiming to provide personalised support and they enable people with more complex needs to manage their own support without all the additional responsibilities that come with full self-management (e.g. Direct Payments).
Although ISFs (or managed personal budgets) are good practice and an essential element of any system of self-directed support there continues to be resistance from some commissioners to offering people this option.
