There is an ongoing danger of treating policy in education, and other fields, as something that can simply be implemented or imposed upon teachers, students and society. However the reality is far more complex and educational leaders need to take responsibility for understanding their own role in shaping policy and implementation.
This short paper offers reflections from research on public policy and implementation applies those lessons to the field of education and in particular the challenge of creating inclusive education.
