Mental Health Reform: Personal Responsibility and Social Justice

This presentation, given at the Royal College of Nursing's International Conference for Psychiatric Nursing on Mental Health Reform, describes the ethical challenge facing nurses as government policy both undermines mental health and avoids the need for meaningful reform. Can nurses work with people to bring about the necessary changes?
