Fully Funded Social Care

Simon Duffy and Gordon Peters explain how we might fully fund social care and why this is vital next step in achieving human rights in England.

Social Care has been neglected and underfunded for decades. Now, as part of the UK Government's Austerity policy, it has been targeted for unprecedented cuts in funding. Despite this, politicians constantly pretend to be in the process of wanting to 'solve' the social care funding crisis - nothing could be further from the truth.

It is time for a radical change in our approach.

Recently a new and important campaign has been launched Reclaim Social Care. This campaign is the first campaign to bring together disabled people, families, citizens, trade unions and workers. Only such a broadly based campaign can hope to break the deadlock in thinking about social care.

We need to reimagine our whole approach to social care:

As part of its support for the Reclaim Social Care campaign and as reflection of the Centre's own Manifesto for a Fair Society we have developed the following report outlining how to fully fund social care.

The report explains why social care must be universal, non means-tested and funded from progressive taxation. It estimates the cost of a new universal model and explains the many benefits that will flow from committing to social care as a fully funded public services. In particular it stresses the importance of developing a model of social care and support that the general public can understand and which they will be prepared to support.
