The National Center on Advancing Person-Centered Practices and Systems (NCAPPS) is an initiative of the Administration for Community Living and the Centers for Medicare & Medicaid Services that helps States, Tribes, and Territories to implement person-centered thinking, planning, and practice in line with Department of Health and Human Services policy in the USA. However, while self-directed support started in the USA, it is now a global strategy, and this report will be useful to many others.
Self-direction is associated with better lives, respecting human rights and advancing citizenship; however there continues to be serious systemic resistance to expanding it to all the people who would benefit from it and there are still far too many places where it is difficult to get self-directed support. This report sets out practical strategies for advocates and for people working at many different levels to overcome that resistance and to make practical progress in advancing self-direction.
