Conditional Resource Entitlement

This is a way of understanding individual budgets, vouchers and other mechanism as part of a way of providing support while protecting personal autonomy.

Conditional Resource Entitlements (CRE) are a form of support that involves transferring control to the person who is entitled to help, but in a way that is conditional - subject to some rules. An individual budgets is one sub-category of the Conditional Resource Entitlement - an outcomes-focused CRE.
