This seminal paper, first published in 1994, challenges the dominant way of thinking about quality and safety in human services. The paper is as relevant today as it was then. It is through the notion of safeguarding and safety that many of the counter-productive controls are placed on people, families and supporters. What can seem so plausible as a response to fear, on examination, produces the very circumstances we fear. Instead of locking people into increasingly institutional arrangements we need to encourage a shift in power to people and families and a focus on integrity and relationship as more truly human safeguards.
