The Right to Community Living

David Towell outlines three keys to citizenship and three pathways to positive change in the lives of people with learning disabilities and in our communities.

David Towell recently had the opportunity to contribute to a Turkish conference on the implementation of Article 19 in the United Nations Convention On The Rights Of Persons With Disabilities Living Independently And Being Included In The Community. 

His focus was on strategies to advance community living, using as his main example the approach taken by the UK government's 2005 programme set out in Improving the Life Chances Of Disabled People. David explores the multi-layered strategies required by societies that aim to properly respect the rights of people with disabilities.
