The C2 Community Development approach was first used by Hazel Stuteley and has become a powerful tool for transforming local neighbourhoods.
Hazel Stuteley developed the C2 Model of community development as part of her ground-breaking work in Falmouth. The C2 Model helps show how communities can be at the heart of their own transformation and can re-engage with public services on their own terms.
